CARDI, an international NGO consortium providing support to persons affected by conflict and natural disaster is looking for qualified national candidates to fill in position to be based in Banda Aceh, NAD :

Livelihood Specialist (LS-BA)

BACKGROUND
Founded in 2001, CARDI (the Consortium for Assistance and Recovery towards Development in Indonesia) is a coalition of the International Rescue Committee (IRC), the Dutch refugee foundation Stichting Vluchteling (SV) and the Norwegian Refugee Council (NRC). CARDI’s clients are Indonesians affected by poverty, conflict and natural disaster in the provinces of Aceh, Yogyakarta, Central Java, Central Sulawesi, Maluku and North Maluku. By investing in Economic Development, Health and Children and Youth Initiatives, CARDI’s support provides resources that enable Indonesians to articulate their needs, advocate for change and affect improvements in their lives through social and economic entrepreneurship. CARDI also equips its clients with the ability to recover from disasters and conflicts, and prevent the reoccurrence of future conflicts, through Disaster Response and Mitigation programming. Four strategic, cross-cutting approaches—Advocacy, Rights,
Good Governance and Gender—are evident in all CARDI programs, and ensure that change is both durable and sustainable. While still addressing basic needs for displaced populations and returnees, CARDI increasingly provides transitional, post-conflict recovery and development programs.

The Livelihoods Specialist provides technical input and backstopping to the Community Driven Regeneration (CDR) staff and activities of CARDI’s Aceh program. S/he reports directly to the CDR Coordinator and does not have direct staff supervision responsibilities.

Essential Job Functions:
– Support the CDR Coordinator by providing technical backstopping to CDR Manager and Community Facilitators, in particular in the field of cost-benefit and sustainability analysis of the community projects in the fields of agriculture and fisheries.
– Provide intensive support to CDR staff and community partners during the sector analysis, activity identification, and proposal development stages of the CDR methodology.
– Actively participate in the monitoring of community grants, in particular in the monitoring of economic regeneration aspects.
– Provides support, as requested, to the CDR Coordinator in program reporting.
– When requested, represent CARDI in coordination meetings (such as the Livelihoods Working Group).
– Support donor and other visitors field trips to project sites.
– Provide input to CARDI program development in Aceh and elsewhere in Indonesia as needed.
– Other duties as requested by supervisor or the Aceh Program Coordinator.

Qualifications:
– 1 - 2 years (MSc) / 3-4 years (BSc) work experience in the following fields:
– Community economic development at the field level, preferably with some of this experience in Aceh
– Proven experience in micro-credit, micro-enterprise development, or micro/small grant management
– Some experience in agriculture, fisheries, and/or small enterprise development
– Excellent oral and written communication skills, in both English and Bahasa Indonesia
– Proven motivation to further improve him/herself by self-education
– Familiarity with Acehnese culture and tradition; being able to communicate in Acehnese would be an additional benefit
– Proven ability to work under pressure in a potentially unstable security environment, with difficult living conditions
– Highly responsible, reliable and punctual

Educational Requirements:
– First or second degree in an appropriate field, including (but not limited to): development economics, sustainable livelihoods, agronomy, and/or fisheries
