AIBEP - National Monitoring and Evaluation Officer

Title of Position:
National Monitoring and Evaluation Adviser

Duration:
One Year commencing as soon as possible in June 2008.

Location:
Jakarta, but with the strong likelihood of travel throughout
Indonesia.

Qualifications/ Experience:
The Adviser will have relevant postgraduate qualifications in
monitoring and evaluation, or in research, preferably in education
or a related field such as social psychology, and ideally experience
in the monitoring and evaluation of programs and in sector-wide
analysis. The ability to use standard statistical software is an
important additional requirement.

Background:
The Australia Indonesia Basic Education Program (BEP) represents a
significant development by Australia in the provision of development
support for education in Indonesia. The program strategy embeds the
aid initiative fully within the Government's own strategic plans and
vision, focuses on building Government capacity to deliver an
enhanced quality of education, and, wherever possible, uses
Government systems for implementation.

Two major contractors are engaged in AIBEP implementation: The
Managing Contractor Program Management (MCPM) and the Contractor for
Strategic Services (CSAS). MCPM has responsibility to support the
Government in the areas of school construction, quality improvement,
governance and accountability, while CSAS supports the Government in
policy development, resource mobilisation and sector monitoring.
Within these broad domains, the program aims, as far as is possible,
to measure performance using regular government monitoring and
reporting systems.

However, GoI accountability systems do not meet all of the specific
requirements of BEP Purpose, Outcome and Activity level data and
analysis because, although activities are largely merged into or
supplement the Government units' annual work plans, they cannot be
separated out in the reporting mechanisms, and generally these are
not `timely' in BEP terms. Though the information systems cover a
substantial proportion of the core education data required for
quantitative analysis, there are significant problems relating to
national coverage, accessibility, timeliness, and possibly
accuracy. There is also a significant need for qualitative data to
supplement the statistical information and provide important
insights into overall performance and achievement.
Consequently, the BEP M&E will draw on a combination of sources,
some of which will be GoI systems and others of which will be BEP
planned and managed monitoring activities and impact studies.
On a day-to-day basis, the M&E program will be under the leadership
of the Lead Technical Adviser working in close consultation with the
Pillar Leaders and with CSAS. The National M&E Adviser will be an
important member of the team, helping in the development and
implementation of survey instruments and studies, and the
conducting, supervision and analysis of these surveys and studies,
and acting as a facilitator and liaison for the collection of data
from central and provincial levels and from schools and districts.

Responsibilities, including expected outputs from the assignment:
Reporting to the Lead Technical Adviser (MCPM), the National M&E
Advisor will work collaboratively with the Government of Indonesia
through the PMUs,and the various Technical Committees or Sub-PMUs,
and with the Pillar Leaders and CSAS Specialists to support the BEP
Team to meet the M&E requirements of the Program.

Specifically, the National M&E Adviser will support MCPM and CSAS to:
• Review the BEP M&E Framework to identify short and long term
quantitative and qualitative studies required to meet the M&E
requirements of the program and its stakeholders.
• Review and where necessary suggest ways to improve the BEP data
collection and database maintenance systems.
• Develop Terms of Reference for surveys, studies and reviews
required to meet the M&E requirements of the Program.
• Develop instruments as necessary to support quantitative and
qualitative data collection in support of BEP M&E requirements.
• Review Government and other data relevant to BEP implementation to
determine the availability, veracity, timeliness and relevance for
BEP M&E.
• Guide the regular updating of the BEP district and school database
and determine alternative data sources to meet BEP M&E requirements.
• Assist the Pillar Leaders to assess performance against agreed
indicators as contained in the M&E Framework and in the Annual Work
Plans.
• Facilitate appropriate networking with provincial and district
education offices in support of BEP M&E.
• Contribute support, as may be required, to the CSAS Sector
Monitoring role and to specific CSAS monitoring activities.
• Other tasks and activities as may be required by the MCPM, CSAS
and/or AusAID.
