American Red Cross - Reporting Senior Officer

The American Red Cross Tsunami Recovery Program (TRP) had been established to direct the organization’s response to the South Asia tsunami disaster. The TRP activities focus on integrated community recovery and preparedness interventions in tsunami affected countries in Asia and East Africa in collaboration with Red Cross and non-Red Cross partners. It also has liaison offices in Jakarta, and other areas in Aceh province in collaboration with the Indonesian Red Cross.

The American Red Cross seeks dynamic individuals to fill the:

POSITION : Partnerships Reporting Senior Officer

Type of contract : Fixed term
Duration of contrat : 12 months

Responsibilities:
* Manage the Partnership Team’s capacity building related to production of regular, monthly and quarterly reports to Partnership Coordinator, Senior Management, and NHQ, ensuring the team produces the reports by the appropriate deadlines.
* Supervise, review and provide expert guidance for all field monitoring reports (regular site visit and monthly reports) by Partnerships Monitoring Team, and provides reporting support and guidance to ensure high quality of report content.
* Develop Monitoring Tools and Reporting Formats and procedures for each Partner, in conjunction with the M&E Delegate, Partnership Coordinator Delegate, Partnership Team Leaders, and Partnership Monitoring Staff. Train the Monitoring Team on the proper utilization of these tools and formats, and supervise and coach the Team in the field and office on an ongoing basis.
* Supervise Partnership Monitoring Teams, as needed, in understanding and correctly completing the regular site visit, monthly, and quarterly reports. This includes coaching Monitoring Team Leaders and Officers to ensure their attention to the original partner program logframe indicators and to ensure that information is being collected accordingly.
* Supervise and provide quality control for the process of information collection and advise Partnership Coordinator (and Team Leaders and Monitoring Officers) accordingly. Develop and manage standardization in reports production and information management.
* Makes field visits with Monitoring Teams as needed to supervise and coach Monitoring Staff on information collection to strengthen and support monthly Monitoring Reports. Visit field sites as needed to gather information for regular and ad hoc communications.
* Reviews qualitative and quantitative indicators reported by Partnership Monitors and Partner’s quarterly reports against approved program log frame for each project. Informs Partnership Coordinator as discrepancies arise.
* Reviews partner’s quarterly reports to analyze reported project outputs versus budget expenditures, develop/supervise additional appropriate MIS systems to accurately report and track on Partner program performance. Work with Partnership Coordinator to provide appropriate feedback to Partners on their reports and project implementation.
* Coordinate and produce monthly consolidated narrative reports on all Partnership programs. Produce other formal reports (Internal and External) as needed to support Partnership Programs, in conjunction with Partnership Coordinator. Coordinate the development of all Partnership Information products used in the field and for NHQ (presentations, speeches, etc.)
* Collaborates with Information Reporting Delegate as needed to ensure positive flow of information on Partnership programs for Internal and External reporting needs. This includes providing technical input to and reviewing all stories, articles, videos, and other materials to ensure technical accuracy and consistency.
* Communicate information on partner program activities to ensure accurate, thorough, and useful reporting of project activities and impacts both internally and externally. Collaborate as needed with Partner organizations to co-produce special one-time reports or publications.
* Support the Partnership Coordinator with Partner relationships and communications. Help to ensure effective communication with and between ARC supported partner initiatives at field level. Liaise as needed with Partners when Partnership Coordinator requests partner communications support, maintaining strong professional behavior at all times.
* Ensure that specific needs, capacities and vulnerabilities of women and men are recognized and addressed in program design, implementation, monitoring, evaluation and reporting and that equal opportunity among men and women are reflected within areas of recruitment, promotion, benefits, training and working conditions.
* Manage additional tasks as requested by the Partnership Coordinator.
Qualification :
· Advanced English Language (Written and Verbal) – Level 8 Advanced Proficiency
· Bachelor’s Degree
· 3-5 Years Senior Writing & Reporting Experience in Professional Environment
· 5 Years Experience International Development or Relief or related professional experience at a similar capacity
· Excellent communication and interpersonal skills to adequately represent organization to partners
· Monitoring and evaluation design and implementation experience.
· Ability to review and understand contracts and being able to report on adherence to agreements
· Sound understanding of development sector with a focus on participatory processes and integration of cross-cutting issues (such as livelihoods, gender, disaster preparedness and the environment).
· Computer proficient, able to work in Excel, Word, Publisher, PowerPoint and other communication software. Photoshop is a plus.
· Self-motivated, with good judgment and initiative.
· Able to prioritize, meet deadlines, and achieve results through collaboration.
· Must be flexible and adaptive to change.
