IOM - Field Assistant II

IOM is looking for a Project Field Assistant II according to the terms of reference below. General Functions:

Under the guidance and direct supervision of the Senior Project Assistant (SPA) and line supervision of the Project Manager, the Project Field Assistant in close coordination with Information Dissemination Expert (IDE) and Community Policing Consultants, NFO the Project Field Assistant (PFA ) will provide technical support in the conduct and implementation of Community Policing and Human Rights activities, specifically to the “Strengthening the Indonesian Police Force through Institution- Building” Project II Addendum NAD Component. In particular, he/she will:

1. Assist the Project Manager in the overall management, administration and implementation of community policing and human rights activities
2. In consultation with the Information Dissemination and Community Policing Consultants and in collaboration with potential NGO partners, designs community policing and human rights activities and provide technical assistance as to their implementation by conducting or organizing staff/community orientations and training workshops for capability building on various aspects of the community policing and human rights
3. Guide and supervise the execution of community policing and human rights activities and developments
4. Liaise with local government agencies, Police and other organizations which will be providing assistance and services to the target beneficiaries. Providing technical assistance to Camat and other agency, counterparts with regard to community policing and human rights activities implemented
5. Maintain regular contact, close coordination and collaboration with Police, media, representatives locally, if any, and other stakeholders, as applicable, to ensure overall programme cohesiveness.
6. Design and organize, in coordination with the Senior Project Assistant in the establishment and maintenance of the community policing and human rights activities’ records and information system, and ensuring its regular updates.
7. Develop ways of mapping the needs and opportunities in the area of coverage; matching these needs with opportunities through information dissemination; designing and proposing additional interventions and sub-project activities, as necessary.
8. Evaluate activities and developments in the field, using project objectives and purposes as standards, to obtain or provide practical advices as well as collect feedback on improvements and modifications needed for better overall implementation of project activities.
9. Meet with civic groups and social organizations so as to promote improved coordination among the aforementioned including prioritization and promotion of successful initiatives that will facilitate access to verified information and thus promote confidence building within the beneficiary communities.
10. Monitor local reactions on improvements and modifications needed for better overall implementation of the community policing forums activities.
11. Identify the local values and local organization that usually uses problem solving mechanism to solve problems within community. Building close relationship and connecting to the INP.
12. Facilitate at Polres level in SIPPOP POLMAS application and implementation.
13. Spends at least 75% of his / her time per month in the field visiting community policing activities not only to lend support to police counter-part work but also promote coordination and collaboration with partner agencies.
14. Devise reliable feedback mechanism and (community) participative monitoring and evaluation processes to tract specific and overall developments, strengths and weaknesses, in the implementation of community policing activities.
15. Advise the IOM Police team on issues and current state of affairs with relevance to the community policing and human rights activities particularly those activities as related to crime prevention.
16. Undertake other duties that may be assigned to support the IOM police project objectives

Desirable qualifications:

Diploma in development work or programme management, or alternatively, combined experience and training in any of these field. Seven years of progressive experience working with project/programme activities and at least one year in supporting programme activities. Experience working in a foreign funded project is a distinct advantage.

Proficient in computer applications. Excellent interpersonal skills. Ability to work with minimum supervision and work effectively in a team.

Thorough knowledge of English

