PROGRAM DEVELOPMENT OFFICER

Location: Makassar, Indonesia

Period of Employment: June 30 - December 19, 2008

SUMMARY:

Under the supervision of the Regional Program Manager CUSO Asia and the Pacific and working in collaboration with the Indonesia Country Representative and the Regional Knowledge Management Officer, the Program Development Officer supports the development of partnerships with local institutions and the development of cooperant/volunteer placements in South Sulawesi. Responsibilities include partnership, program and Placement, description development, partner relations and logistical preparations.

QUALIFICATIONS

Essential:

- minimum 3 years experience in development work with NGOs and local government, with particular attention to work in Environmental governance and livelihoods issues.

- familiarity with international development volunteering, including partnership development and the development of placement descriptions

- experience in multi-stakeholder programs

- experience in the development of international development programs

- effective inter-personal and communication skills;

- demonstrated participatory planning, facilitation and coordination skills;

- understanding of the dynamic between Northern NGO and Southern NGO and government partners;

- effective planning and organizing skills;

- effective communication and representational skills;

- ability to work in English and in Bahasa Indonesia (Local language level 4; English level 4);

- proven ability to work under pressure and to cope with difficult and/or sensitive situations;

- attitudes and behaviours which show respect for different cultures;

- flexible, ability to work in an organization committed to continuous improvement;

Required:

- Familiarity with CIDA programming and requirements

- willingness to travel to remote locations in South Sulawesi as required

- willingness to travel to Bali, Yogyakarta or Jakarta as required

- ability and willingness to participate fully as a member of a country and regional program team;

- willingness and ability to work irregular hours (evenings and week-ends) as required.

- a sound understanding of the country and regional context, i.e. political, social and economic realities, forces of social change and climate for development.

- Intermediate level computer skills in the Windows environment including WORD (Intermediate Level) Excel (Intermediate Level) PowerPoint
(Intermediate Level) Outlook (Intermediate Level), internet usage and database applications;

Desirable:

- Some understanding of the program theme of "Access to Justice for Women and Children"

