Canadian Red Cross - Community Recovery Field Technician

The Canadian Red Cross (CRC) is implementing a major community-based
reconstruction and rehabilitation program with the primary focus on shelter
construction project in Aceh Besar, Lamno, Calang and Nias for beneficiaries
affected by Tsunami of December 26, 2004 and earthquake of March 28, 2005.
We are also implementing Livelihood, Environmental Health and Disaster
Preparedness Management programs to help families and communities to improve
their live quality. We are looking for qualified and committed candidates
to fill the following position on a fixed term contract basis.

(Ref Code: CRFTCAL) Based in Calang Aceh Jaya

Standard function description:

Overall objective of the position is to provide field monitoring and quality
assurance for the Puga Gampong community grants program, with a focus on
construction-related projects.

Specific Duties:

1. Conduct field assessments and consultations with communities about
the technical feasibility of proposed projects.

2. Assist communities in planning, designing and preparing budgets for
community - managed projects

3. Monitor projects to ensure that work is being performed in
accordance with the approved drawings and specifications agreed upon in the
project agreement.

4. Support the capacity building of community project committees by
sharing skills and knowledge.

5. Coordinate with the local authorities and communities for
guaranteeing good community participation and a smooth implementation of the
work

6. Coach community groups in the use of standard project management
and materials tracking tools.

7. Assisting in providing technical specifications, estimates, and
drawings to be used in the procurement of materials and selection of labor
for community projects.

8. Assist in preparation and documenting of work plans, schedules and
reports

9. Ensure that goods/materials received are of the quality ordered and
are documented as per CRC procedures.

10. Assist in finding solutions to problems and obstacles in the field
which arise during project implementation.

11. Assisting the committees in the procurement process, meeting the
requirements of CRC logistics procedures.

12. Monitor project progress based on agreed-upon workplans and submit
progress reports.

13. Provide up-to-date information on all relevant developments in the
field

14. Work in accordance with the Red Cross/Red Crescent principles

15. Other duties as assigned to ensure the smooth implementation of
community grants in the field.

Minimum required knowledge & experience:
* Minimum of 2 years professional experience in planning and construction
preferred.

* Experience working with community-managed projects;

* Formal training in civil engineering or related field is a plus

* Knowledgeable of local construction techniques.

* Ability to work with rural communities; ability to discuss technical
issues in laymen's terms

* Ability to work as part of a team as well as to work autonomously when
required.

* Able to use initiative and make appropriate decisions.

* Strong computer skills

* Ability to work with integrity under pressure in a demanding working
environment

* Excellent communication skills: Bahasa Indonesia and Bahasa Aceh. Basic
knowledge of English is an asset
