BACKGROUND TO THE ROLE
KARINA is the humanitarian arm of the Bishops' Conference of
Indonesia based in Jakarta and is officially considered as a member
of the Caritas Internationalis confederation. Established in mid-
2006, it recently completed its first strategic planning in early
2008. One of the results of the strategic planning is the
identification of three main divisions: Programs Division, Support
Division and Total Quality Management Division. KARINA acts as a
coordinating and facilitating body for all the 37 Dioceses
incorporated under the Bishops' Conference of Indonesia.

The Human Resources unit, under the supervision of the Support
Division, was created to provide additional management capacity in
light of the changes and additions that were identified during the
strategic planning. The roll out of the new structure in the next few
months will result in a significant growth of staff members. This
growth in headcount and in new programs requires a strong Human
Resources unit to supervise the personnel management of this newly
established National Caritas.

DESCRIPTION OF THE UNIT
The Human Resources and Administration unit is one of three in the
Support Division. The other two units are finance and fundraising.

REPORTING TO
The Human Resources Officer will report to the Support Division
Coordinator.

CONTRACT DURATION
The contract will be for a one-year period.

JOB SUMMARY
This position primarily aims at the smooth running of the Human
Resource unit that is well-managed and led at a level appropriate to
the importance of the role of Human Resources within KARINA.

KEY RESPONSIBILITIES

Strategic Human Resources Management
• To work with all Coordinators to ensure that the strategic
needs of KARINA are met by having well-qualified, professional and
committed staff, that enjoys excellent working conditions and has
opportunities for personal and professional development;
• Responsible for the preparations and monitoring of the HR
budget; and,
• Responsible for the development and implementation of action
plans to support the roll out of the Human Resource component of
KARINA's strategic framework.

Management of the Human Resources Unit
• Responsible for managing and leading the recruitment and
selection process of new staff, including induction, the definition
of team and individual goals and responsibilities, performance
management and the identification of learning, training and
development needs.

KEY DUTIES
• Assist the management on all personnel registration and
contracting tasks, including leave planning, authorization,
verification and certification;
• Develop and update the Job Descriptions of the staff
according to their competencies and program needs and update the
organization charts with reporting lines;
• review existing staffs' contracts and make recommendations to
management, when and if necessary;
• Timely advice to management for contract renewals, changes
and the collection of personal performance reports from the
Coordinators on the staff they supervise;
• Assist in the advertisement, recruitment and selection of
procedures for hiring of Program Coordinator, Support Division
Coordinator and other staff;
• Finalize the draft Human Resources Development policy manual
and suggest recommendations to ensure compliance with the Indonesian
Labor Law regulations;
• Ensure smooth implementation of the Human Resource procedures;
• Assists management in identifying staff needs, such as for
capacity building/training and development needs;
• Participate in the capacity-building of the Dioceses (
organizational strengthening, eg, establish Human Resource
procedures, advise in recruitment process, etc..)
• Maintain database including organizations and institutions
that can provide relevant trainings;
• Assist the management on developing and maintaining a filing
system for all personnel and their respective contracts;
• Develop a salary and grading system for KARINA's personnel,
taking into consideration withholding taxes, JAMSOSTEK, health and
travel insurance benefits, and other applicable benefits; and,
• Keeping up to date on best practices in the HR arena and on
changes in employment legislation and advising management on these
issues and recommended suggestions.

Other duties as assigned from time to time by the Support Division
Coordinator.

ESSENTIAL QUALIFICATIONS
• Degree in Psychology, specializes in Human Resources; and,
• Minimum of five years direct human resource experiences.

ESSENTIAL KNOWLEDGE AND SKILLS
• Personnel contract administration;
• Understanding local government labor policies and legislation
related to personnel and their entitlements;
• Advanced computer skills in Excel ( spreadsheet, database
management ), Word, Powerpoint;
• Proficiency in both Bahasa Indonesia and English;
• Mediation / conflict resolution;
• Excellent communication and writing skills;
• Negotiation and influencing skills;
• Must be a team player and has team-building skills; and,
• Knowledge of the local Church structure.

DESIRABLE REQUIREMENTS
• Work experiences in the Caritas network; and,
• Experiences of working in the NGO sector.
