IRD - Consultant

International Relief and Development, Inc. (IRD), is a non-profit organization specializing in international development and humanitarian assistance in over 20 countries. IRD works with a wide range of partners to design and implement, and provide technical assistance in the areas of health, economic development, relief, infrastructure, civil society and food security.
IRD Indonesia is inviting dynamic, committed, experienced and highly motivatedLocal Consultant on Infrastructure to work with IRD and Urban Institute team on the Study on Aid Effectiveness, funded by the World Bank.

Scope of Work Authorization
Period of Performance: June 12 through July 12, 2008 (20 working days)

Description of Tasks

Consultants will be asked to serve in a technical and supportive capacity; attending all meetings with the Urban Institute Expert (UIE in further text), providing an understanding of the country context, analysis of how the Paris Declaration on Aid Effectiveness adopted in 2005 and its tenets have or have not been carried out in infrastructure projects in Indonesia; providing background information on infrastructure projects in Indonesia; and providing review and comment for the country report where requested by the UIE or IRD technical consultant.

The local consultant will be expected to serve as local infrastructure expert and in-country liaison for the technical team on this survey. The local consultant will be responsible for identifying key stakeholders involved in infrastructure projects and the overall infrastructure sector in Indonesia and arranging meetings with stakeholders in advance of the arrival of UIE.

Consultants will be expected to write a brief report identifying local stakeholders involved in the infrastructure projects and the overall infrastructure sector (government officials, donors, etc.) with whom international consultants should meet with while in-country. This list will elaborate on a list that will be provided by the project Steering Committee. Once this list has been approved by the Urban Institute, the local consultants will be responsible for arranging meetings with stakeholders and providing an itinerary of meetings for the duration of the trip. A preliminary itinerary with dates and times of meetings and interviews with key stakeholders arranged by local consultant must be submitted to Urban Institute and approved at least one full week before the arrival of UIE.

Deliverables:
* Brief report identifying important local stakeholders in the infrastructure sector who have not already been identified by the Steering Committee within week of signing the agreement
* An itinerary with dates and times of meetings and interviews with key stakeholders arranged by local consultant within one week of travel by Urban Institute Expert Ritu Nayyar-Stone
* Detailed country report within five days of trip¢s conclusion. Report will include a list of meetings and contact information in addition to technical findings.
* A revised country report to be received within five working days of receiving comments from UI.
