Canadian Red Cross - Logistic Officer

The Canadian Red Cross (CRC) is implementing a major community-based reconstruction and rehabilitation program with the primary focus on shelter construction project in Aceh Besar, Lamno, Calang and Nias for beneficiaries affected by Tsunami of December 26, 2004 and earthquake of March 28, 2005.
We are also implementing Livelihood, Environmental Health and Disaster Preparedness Management programs to help families and communities to improve their live quality. We are looking for qualified and committed candidates to fill the following position on a fixed term contract basis.

Logistic Officer (Ref Code: LOAB)

Based in Aceh Besar

Standard function description:

Carry out procurements and logistic tasks in Aceh Besar in support of Canadian Red Cross.

Specific Duties

* To follow Canadian Red Cross standard procurement practices keeping records to full audit trail standard.

* To ensure that quotations are completed in time and that the requester is informed of results.

* To ensure that requisitions are correctly filled by the requester, signed by examiners and correctly numbered and registered.

* To ensure that the validation process is respected, that acknowledge are sent to the requester and that follows up are done.

* To update and track the procurement process.

* To ensure that Purchase Orders are issued, registered and followed up.

* To make sure that the value of the Purchase Order does not differ of more than 10% and up to maximum 1,000,000 IDR of the value stated in the related requisition.

* To ensure that selection, registration and management of suppliers is accurate. To maintain a good relationship with supplier.

* To ensure competitive bidding process including prices and quality.

* To ensure a good receiving process including inspection on delivery and that the good receiving note is signed by concerned parties.

* To provide the finance department with all required documents and/or information for accounting purposes.

* To manage and keep good level of inventory for assets needed for the office and houses.

* To up date moveable properties inventory and inform administration in Banda Aceh case of modification.

* To ensure that all purchased goods are Canadian Red Cross standard and fit for the purpose and have appropriate inspection certificates as required.

* To control and maintain Canadian Red Cross standard practices for Federation vehicles.

* Be responsible for monitoring the fuel/oil consumption by vehicle and produce report for the fleet manager on weekly basis.

* Oversee and advise the fleet manager for preventive maintenance of vehicles.

* To ensure correct vehicle usage procedures by drivers and make sure the daily check up is done before starting the engine.

* Be responsible for the operation of vehicles fleet, including daily/weekly needs and allocate vehicle use accordingly.

* To support, train and develop Delegates, Local and National Society staff as required.

* To produce regular, timely and accurate narrative and financial reports for Canadian Red Cross.

Minimum required knowledge & experience:

* English: Functional

* Self-supporting in computers (Word & Excel)

* Formal education to secondary level

* Experience: 3 years experience in procurement or purchasing and logistic tasks, experience of working for a humanitarian aid organization.
