P3CA - Program Manager

Pusat Pemberdayaan Penyandang Cacat - Aceh (P3CA) is looking for professional and skilled candidate as below:

Project title : Community Based Rehabilitation Service

Background of the project:

On 26th December 2004, an earthquake (registering 9 on the Richter scale)
occurred off the West Coast of the Indonesian Island of Sumatra. This triggered a massive tsunami that hit the Northern, Western and Eastern Coasts of the Province of Aceh. The death toll was registered as 110,146 persons and 127,749 people are missing as of February 3 (OCHA). A large percentage of the victims appear to be women and children, especially under fives. Therefore there may be a skewed gender balance (unconfirmed that there roughly a ratio of 2:1 male/female) with many men left with small children. In actual fact, the tsunami also resulted in many disable people in the affected areas. By June 2005 it was reported that in four districts
there were 126 disabled persons had been identified including one who already disabled before the tsunami. The exact number and detail information of survivors who became disabled is still unavailable as there are some unreachable areas and few organizations who take responsibility about this group.

However, there are also many people that have become disabled through traffic accidents, or became disabled though violence during the Gerakan Aceh Merdeka (GAM) conflicts over the last 5-10 years.

A proportional registration process is required to identify the disabled affected by the tsunami, traffic accidents and conflict, as well as a comprehensive recovery i.e., mental, physical and livelihood, is considered as appropriate solution to support disables get back their confidant and having self reliance.

The overall responsibilities of Program Manager to contribution for effective and efficiency of P3CA Program through Coordination and Management of all aspects of P3CA Program e.g. developing strategies and work plans in line with detailed implementation plan for effectiveness, monitor and evaluate the effective implementation of P3CA Program activities. Support and supervise P3CA Sector Coordinators, relationship building, monitor budget performance. Having knowledge on disability issue, Willing to travel regularly in NAD (Banda Aceh, Aceh Besar and Sabang Island).

General Requirements:

- Advanced degree in Social Science, Public Health, Development Planning.
- Excellent networking, communication, negotiation, analytical and organizational skills
- Demonstrate capacity to plan, prioritize and deliver tasks on time to meet goals in a highly pressured environment.
- Outstanding leadership and supervision skills, proven problem solving skills
- Proven skills to work in a team and communicate in a multi-cultural
environment
- Promotes the strategic goals and objectives of CBRS.
- Advanced computer skills in common office programs (Word, Excel, Power-Point, etc). Knowledge of Data Base will be an added advantage.
