IOM - Socio Cultural Focal Point

IOM is looking for Socio Cultural Focal Point according to the terms of reference below. General Functions:
Under the direct supervision of the PCRP Peace-building Specialist and the Project Manager of the Support for Conflict Affected Communities Project (SCACP), the successful candidate will be responsible for the program implementation and monitoring responsibility of SCACP socio cultural and media interventions in Aceh Tengah and Bener Meriah. In particular s/he will:

1. Assist in the development of a region specific socio-cultural and media intervention campaign to enhance greater political stability within Aceh Tengah and Bener Meriah by creating greater awareness amongst its civil, government and military inhabitants of the importance of sustaining the Aceh Peace Process and reap the maximum of social, economical and psychological benefits of peace and stability;
2. Work intimately with local implementing partners and collaborating with local governmental institutions and grassroots communities in creating better civil-government relationships through implementing SCACP socio-cultural program activities;
3. Maintain constant contact and developing working relationships with key government, media, local NGO personals in SCACP work zones;
4. Develop in consultation with the Program Manager and Peacebuilding Specialist of the program, a SCACP implementing strategy identifying locations and timelines based on past SCACP achievements in the sectors of livelihood, infrastructure development and socio-cultural activities and its geographic locations, community issues, potential partners and SCACP’s community survey results;
5. Through a thorough understanding of the capacities, capabilities, as well as the preparedness of various local implementing partners assist them in organizing substantial, meaningful, goal oriented, program related community meetings that results in true community consultations that gives rise to community needs on socio-cultural activities on a priority basis;
6. Monitor the proceedings at Theatre Circles, Sports Alliances and Media Centers in Aceh Tengah and Bener Meriah documenting progress with the aid of photographs, captions, community quotes supported by narrations;
7. Work closely with Radio Amanda in addressing the gaps of the existing radio program and developing its content to better suit community needs;
8. Work closely with relevant implementing partners in developing goal oriented program activities with Community Viewer Circles that involves Community Self Help Groups;
9. Assist the local implementing partners in generating goal-oriented meetings that involves grassroots, sub-district and district government leadership in organizing interrelated district level events;

10. Maintain constant communication with the SCACP peacebuilding Project Assistant in capturing, documenting and archiving visual materials and stories of all project proceedings of SCACP in Gayo Lues and Aceh Tengarra and identifying means of storytelling of peace dividends to the wider public through visual means and available media tools;
11. Perform other duties as may be assigned.

Desirable Qualifications:

A minimum of two year relevant experience in working with community processes at grassroots level with lobbying experiences with local government agencies. Information and reporting capacities with an International or relevant national agency/organization or media outlet is highly desirable. Experience in writing and designing promotional/ media materials, and working with community and commercial broadcast media (eg. print, radio, television). Proficient at photography, including editing via Photoshop (or other relevant program) and publishing design via Publisher (or other relevant program) highly desirable although not mandatory. Previous work experience with Aceh and familiarity with peace-building and reintegration issues pertaining to the ongoing peace process a distinct advantage. Excellent communication skills, strong organizational skills, drive for results and effective people skills. Demonstrated track record working effectively with colleagues
from linguistically and culturally diverse backgrounds.
Thorough knowledge of Bahasa Indonesia and spoken English at a conversational level is mandatory. Additional local language proficiency (Bahasa Gayo, Batak, etc) is an asset.

