NATIONAL FINANCE/ADMIN ASSISTANT - FAO Banda Aceh

NATIONAL FINANCE/ADMIN ASSISTANT (Ref Code: NFIA-ARC)

Duties and Responsibilities:

Under the overall supervision of the Rehabilitation Support Coordinator in Aceh, and in close collaboration with the Project Chief Technical Officers, the Procurement and Logistics Officer, and under the direct supervision of the Head of the Admin/ Finance Unit, the National Finance/Admin. Assistant ensures the provision of the full range of standard accounting, personnel and administrative services required for the efficient and effective delivery of the FAO Programming in Aceh and North Sumatra.

Specific duties to be carried out are:

1. Handle all duties related to Human Resource Management which include preparation of advertisements for staff positions, managing all preparations and implementation of staff interviews as well as documenting the process and the contract prepared for signature by the successful candidate and the Emergency & Rehabilitation Coordinator or his designated official. The National Finance Assistant will ensure that all FAO procedures have been satisfied during this entire process;

2. Provide backup for the Head of the Admin/Finance Unit, Finance Assistant, Finance Clerk, Programme/Admin. Clerk, Procurement and Logistics Assistant, Administrative Clerks and General Affairs Clerk. This includes file record keeping for finance, handling petty cash, inputting FAS and the FBA Monitoring sheet, personnel, vehicles, movement requests and security clearances, establishing monthly expenditure estimates for operational cash advance and petty cash, ensuring maintenance of bookkeeping and original receipts, preparing replenishment requests;

3. Provide direct support and advice to the Head of the Admin/Finance Unit, Finance Assistant, Finance Clerk, Program/Admin Clerk, Procurement and Logistics Assistant, Administrative Clerks and General Affairs Clerk in the Banda Aceh office in order to ensure smooth coordination for the support needs of all on-going projects as well as the outstanding tasks on projects that have already finished;

4. Assist the General Affairs Clerk in purchasing office supplies and maintaining all receipts and records of assets, as well as ensuring the regular maintenance and up-dating of inventory records of non-expendable equipment;

5. Administer all contracts for rent of premises and other temporary services, this includes negotiation on maintenance of premises with owners, and dealing with utility providers and service contracts for Internet Provider and IT maintenance;

6. Assist the Coordinator and Project Heads with the maintenance and registration of all files and records, thereby ensuring standardized and harmonized management of documents;

7. Take charge of the organization of staff meetings, prepare meeting minutes and ensure that follow-up action for such meetings is arranged. Assist in drafting of general correspondence in accordance with standard office procedures;

8. Any other tasks as required.

Duration: 11 months with a 3 month probationary period and possible extension.

Duty Station: Banda Aceh

Qualifications:

- Bachelors degree in accounting, with minimum of five years experience in finance and administrative work.

- Excellent computer operation skills, especially with Microsoft Word, Excel and Access- Familiarity with finance monitoring database systems

- Preferably several years of field project experience

- Excellent English speaking and writing skills.

- Ability to speak the Acehnese language would be an asset.
