The Indonesia TRP Delegation operates from offices in Banda Aceh, Calang, Lamno. It also has liaison offices in Jakarta, and other areas in Aceh province in collaboration with the Indonesian Red Cross.

POSITION : CBFA Sr. Program Officer
No of Hired : 1 Person
Base of Assignment : Calang
Type of contract : Fixed Term

Duties and Responsibilities:
· To assist the CBFA Program Manager overseeing the management and implementation of Indonesian Red Cross (PMI) CBFA Program
· To assist in monitoring and evaluation of IEC/BCC materials related to CBFA topics and train PMI staff and volunteers on how to use it.
· To ensure good coordination with different stakeholders at branch (district) level.
· To assist in conducting need assessments at branch level to develop branch CBFA proposals.
· To provide timely input to American Red Cross CBFA Program Manager regarding achievement of targets and modification of program objectives as needed
· To assist the CBFA Program Manager to review and provide technical assistance to PMI on CBFA training preparation, ToR and content, and ensure that objectives of trainings are met
· To conduct frequent field visits to project sites to collect information and to ensure project activities meet specified objectives
· To support monitoring and reporting officer in order to ensure quality program monitoring and preparation of regular program report
· Attendance at meeting in capacity of translator when needed
· Translation of both written and spoken Indonesian and English languages
· To maintain better cooperation and coordination with other programs in order to ensure program harmonization
· To carry out any other program related tasks given by the appropriate authority
· Assist and support Avian Human Influenza (AHI) program PMI Aceh Jaya Branch in term of:
- Assisting sites in implementing the program through on-site coaching, mentoring, and trouble-shooting.
- Discover partnering possibilities/ opportunities for PMI with local government agencies for PMI to sustain AHI in future also facilitate and support development of partnership.
- Identify training needs within PMI teams and support ARC instructional unit to develop, organize and facilitate related trainings.

POSITION : Hygiene Promoter
No of Hired : 5 Person
Base of Assignment : Aceh
Type of contract : Fixed Term

Duties and Responsibilities:
· Conduct field assessment on hygiene practices of the community at initial stage of project and for monitoring purposes through relevant methods
· Promote and facilitate the community to form VWSC, formulate VWS agreement and translate it into action plan
· Prepare with VWSC setting up simple management of fund, water facilities maintenance and active campaign for hygiene practices through using local resources
· Assist in training preparation of PHAST for VWSC
· Participate in PHAST training and other relevant training required for field implementation
· Active in contributing ideas and initiative to improve hygiene promotion techniques
· Write biweekly narrative report for the Community Program Assistant




Qualifications:
· Having at least 1 – 2 years experience working in community development/ health area
· Good in English (writing, speaking, reading)
· Knowing participatory approach in working with villagers
· Wants to spend most of his/her time in the village
· Having knowledge and experience working with community
· Know basic principle of participatory approach
· S1 degree in social science background with NGO experience is preferable
· Computer literate, especially Microsoft Word and Excel




POSITION : Site Supervisor
No of Hired : 4 Person
Base of Assignment : Aceh
Type of contract : Fixed Term


Duties and Responsibilities
· Assist in planning the design of water and sanitation in rural areas;
· Conduct field assessment and identify priority problems in water and sanitations. Assist in Engineer assessment and help in the preparation of project plans and BoQ;
· Work in accordance with the drawing and specifications provided by the field / Project Engineer;
· Supervise construction, repair and maintenance of water and sanitation and assist in the payments to local site superviors and laborers;
· Ensures that all construction material is used appropriately and in accordance with approved plans;
· Provide timely report and up date information on all developments in the field;
· Coordinate with the local authorities and communities for guaranteeing a good community participation and a smooth implementation of the work;
Work in accordance with the Red Cross / Red Crescent Principles

Qualifications:
· Background in Civil Engineering;
· A minimum of 3 years experiences in construction water and sanitation;
· Excellent communications skills, Bahasa Indonesia and Bahasa Aceh. Basic knowledge of English is assets;
· Analytical skills with the ability to learn quickly
· Knowledge of Microsoft Excel and Word in assets



Federation - Senior program Officer

Federation is looking for a person to fill the post of DM Program Senior Officer based in Banda aceh.

"The Disaster Management (DM) Program Senior Officer will coordinate and manage the Radio Communication, Early Warning System development & response preparedness programme components together with PMI and develop systems, procedures, guidelines for response preparedness & last mile warning dissemination for the use of PMI branches and chapter".
"Support the PMI NAD chapter to conduct trainings and workshops particularly related to "preparedness for response" by providing support to develop session plans, facilitation/ moderation and on quality assurance".

We are looking for a person who has:
- University degree;
- Excellent English skills written and verbal;
- Previous working with one of International RC/RC Movement component;
- Experience of writing narrative and financial reports;
- Experience of risk mapping, Vulnerability & Capacity Assessment on a local level ;
- Able and willing to work with established procedures and policies;
- strong sense of responsibility, initiative, direction, interpersonal skills, and resilience.

The position involves extensive travel throughout NAD Province and a high level of cooperation and coordination with PMI at both the Chapter and Branch levels.

POSITION : Calang Program Manager

Duties and Responsibilities:
Program Coordination and Accountability
· Assist Head of Office to implement, test and document the community-based (accountability) strategy, operating framework and corresponding tools. Conduct desk research as required.

· Assist in updating program management systems to enhance project accountability.

· Support the Head of Office to embed a learning culture within the Program Unit (e.g. understanding and use of knowledge management techniques and tools). Assist the Head of Office to support Program Managers to institutionalize a community-based approach across all sectors within the different programs.

· Provide field assistance to the team conducting baselines and mid-term evaluations.

· Ensure that Program staff is comprehensively orientated to each others respective programs (e.g. concept and programmatic approach). Assist each of the sectors to develop their sector operating binders to a high standard. Assist programs with an integrated and coordinated mode of operating in common communities, including the use of a shared field structure to carry out common activities (e.g. Social Mobilization etc).

· Conduct site visits to meet with program staff and/or beneficiaries.

· Undertake tasks and small projects as assigned by the Head of Office or support the management and success of program implementation.

· Support the preparation of program documentation and provide review of reports, assessments and studies as required.

· Any other programmatic responsibilities deemed appropriate and/or useful to the delegation, as determined by the Head of Office.

Program Administration and Development
· Support Head of Office, in coordination with the Head of Programs, in developing program planning schedules and movement matrices of the programs.
· Undertake tasks and small projects as assigned by the Head of Office in order to support the management and success of American Red Cross programs.

Project Research and Development
· Conduct desk and action research for the development of potential projects with PMI and partners (e.g. PMI volunteer database tracking, small organizational development projects with PMI).

Work Towards
· Provision of project/program management technical assistance to program staff in the, implementation and evaluation of tsunami response programs.
· Coach program managers to use standard American Red Cross programming templates and techniques.
· Ensure all on-going projects have approved documentation, including work-plans, M&E plans, and budgets.
· Support the development of the Annual Operations Plan for Program Unit. This includes follow-up activities, review, and tracking of strategic planning in coordination with the CB Program Coordinator and Information and Reporting Delegate.

Representation
· Attend meetings with partners, including local government, PMI INGOs CBOs , as necessary
· Represent the program on other occasions, as required, including Quarterly Program Management meetings. .

Report requirements:
Monthly progress reports to Head of Office, quarterly analysis documentation to capture lessons and action oriented recommendations for the future (as requested by central office in Banda Aceh).

Performance Assessment
The successful candidate will be assessed on the quality of performance per project and on the competencies associated with the requirements of the job. The probation period lasts three months. Where there are gaps in experience and where feasible, the American Red Cross will strive to train or coach the candidate.



Qualifications:

· Bachelor’s degree in social sciences, rural development, or related field acceptable, though Master’s Degree preferable.
· Minimum two years’ experience in project management, program design and implementation.
· Experience in the development sector, especially in the sectors of health, infrastructure, water & sanitation, disaster management, and/or psych-Social programming preferred but overall humanitarian and social development experience acceptable.
· Proposal Review and strategic planning experienceadvantage ous for promotion and self-development.
· Experience with logical frameworks and impact-oriented monitoring and evaluation is an added advantage.
· Familiarity with Indonesian Red Cross operating environment is helpful.
· Self-motivated, able to work with professionals of different cultural and professional background, initiative and proactive attitude.
· Excellent communication and interpersonal.
· Able to prioritize, meet deadlines, and achieve results through collaboration.
· Must be flexible and adaptive to change.
· Computer proficient, especially in MS Office.
· Fluent in English and Bahasa Indonesian. Fluency in Acehenese considered a plus

Duties and Responsibilities:
· Providing ongoing on- and off-site technical assistance to PMI and American Red Cross YRSH Program Manager
· Providing technical assistance on school health programming
· Assisting sites in implementing the program through on-site coaching, mentoring, trouble-shooting
· Providing training and supervision in all components of management, program and administrative procedures
· Discover partnering possibilities/ opportunities for PMI with local government agencies for PMI to sustain Health and Nutrition promotion in the future also facilitate and support development of partnership.
· Identify training needs within PMI teams and support ARC instructional unit to develop, organize and facilitate relative trainings.
· Technical assistance in supporting PMI for program exit and document best practices and lesson learned for PMI ABDYA and Aceh Utara.
· Creating a continual system of feedback, sharing and quality improvement of program interventions
· Accessing and/or developing resources for program use (e.g., manuals, how-to Instructions, exemplars, etc.)
· Liaison and networking with local GOs and NGOs
· Technical Assistance to PMI to develop strategic partnerships to institutionalize Health Strategic
· Maintain and update Project database, ensure validity of data and good filling system.
· Responsible for monthly and quarterly report as well as weekly report.
· Assist Project Manager in Monitoring related to Program and finance status at field level.
· Whenever needed, represent Program Manager in events related to Program.


Qualifications:
· Good interpersonal Skill.
· Medical degree or related background. and have experience in Nutrition and Health Promotion issues.
· Minimum 3 years experience in managing programs, community development work, past experience in community based program is preferred
· Minimum 2 years experience in school health program
· Ability to train and manage staff
· Excellent relational, administrative, written and oral communication skills
· Proficiency in English (written and spoken)
· Proficiency in computers especially MS office, capability in database program.
· Ability to take initiative, think creatively and work collaboratively
· Result oriented and make things happened
· Able to work efficiently under time pressure.

